Aviation reform separates safety investigation from liability
The June Senate passage addressed oversight, accident inquiries and international aviation obligations.
The Senate approved the Civil Aviation (Amendment) measure without amendment on 26 June. JIS reported that the package aimed to strengthen safety oversight and align Jamaica’s framework with international aviation standards.
The minister described revised accident and incident terminology and an Accident Investigation Authority framework. A key distinction was the proposed preventative purpose of safety investigations, rather than determining liability. The package also addressed aircraft-interception procedures and regulatory powers.
That distinction does not itself determine a passenger’s or operator’s civil claim. This article reports what was approved and explained in the Senate; the final assented text, commencement and supporting regulations were not verified for this report.
Historical parliamentary development reported by JIS and rechecked at the source. This report does not verify the final Act, assent, commencement, subsequent amendments or present obligations; the named stage is not a statement that the proposal remains at that stage today.
