Casino rules bring licensing and player safeguards into focus
House approval was reported in February, but the account does not establish that any particular casino had opened or received a licence.
The House approved Casino Gaming (General) Regulations, 2025, according to a government report published on 12 February. The measures were presented as the practical framework needed to operate the Casino Gaming Act, enacted in 2010.
The reported rules cover licensing administration, records, reporting, fees, inspections and enforcement. Parliamentary discussion also stressed operators’ internal controls, responsible advertising and measures to keep underage and vulnerable people out of gaming activities.
Ministers linked the framework to casinos within integrated resort developments. That policy explanation is not proof of a licence for any named resort, nor a complete statement of conditions applying to an operator. The regulations’ title year and the year of reported House approval are different.
Complete JIS report reviewed; it says approval occurred “recently” and gives no exact sitting date. Date below is publication, not commencement. Gazetted regulations and individual licences were not reviewed.
