NHT transfer Bill extends the housing-versus-budget debate

Senators approved annual transfers of J$11.4 billion under a five-year special-provisions measure.

The Senate approved a further period of National Housing Trust transfers to central government on 5 June. The government report describes annual withdrawals of J$11.4 billion for fiscal years 2026/27 through 2030/31, with expiry at the end of that period.

Ministers defended the measure as support for public spending after Hurricane Melissa. They also argued that housing delivery is constrained by serviced land, infrastructure, construction costs and approvals, so retaining the money at the NHT would not by itself immediately produce more homes.

Those are the government’s policy arguments, not an independent finding that the transfers will leave housing outcomes unchanged. The Senate passed the legislation without amendment; the report does not establish a new individual loan entitlement or show that every future transfer has occurred.

Complete official Senate report reviewed. The dates below concern parliamentary passage. Assent, commencement and subsequent transfer accounts were not independently verified; ministerial fiscal projections are attributed, not adopted as proven outcomes.
