Crypto licensing proposal draws a line between regulation and endorsement
September’s debate described FSC supervision of service providers, without treating a licence as approval of their products.
The House began debating the Virtual Assets Service Providers measure on 22 September. The finance minister described a licensing and supervisory framework for businesses handling digital assets for customers, including exchanges, transfers and custody.
As reported by JIS, the proposal placed licensing with the Financial Services Commission and linked operators to anti-money-laundering duties. The minister said the contemplated reach included overseas businesses serving people in Jamaica.
The announcement also stressed a distinction for customers: regulating a provider would not make a virtual asset legal tender, guarantee its value or endorse its products. This report records the proposal, without verifying final enactment, commencement or whether a particular business is licensed.
