Conch levy reform offers flexibility without an automatic waiver

The Senate-backed scheme would place payment adjustments within a ministerial and parliamentary process.

Public edition · 31 Oct 2026Senate approved amendments · 22 May 2026

Conch exporters facing disrupted seasons were the focus of amendments approved by the Senate on 22 May. The Conch Export Levy proposal would allow more flexible payment arrangements when severe weather or trade conditions affect the industry.

The government account describes ministerial powers over payment periods and instalments, subject to affirmative House approval for the prescribed arrangements. It also describes possible reductions, waivers or remissions informed by fisheries authorities and assessments of economic conditions and sustainability.

These are mechanisms for decisions, not a general cancellation of exporters’ liabilities. The debate linked flexibility to the existing levy’s role in financing management and protection of Jamaica’s limited conch resources.

Complete official Senate report reviewed. Passage is verified; assent, commencement and any exporter-specific relief order were not independently checked. The report does not advise that payment may simply be withheld.
