Data regulator’s enforcement capacity becomes a budget and staffing priority

June’s announcement concerns the machinery of regulation; it should not be read as a new commencement notice.

The government said it was strengthening the Office of the Information Commissioner after acknowledging gaps in its ability to enforce Jamaica’s data-protection framework. The announcement came during the 2 June Sectoral Debate and was reported by JIS on 4 June.

The Minister identified an inadequate interim structure, staffing shortfalls and training needs. He said the requested budget had been approved and a working group established, while appointments to the oversight committee were still being finalised.

The promised result was a regulator better equipped to supervise compliance. The statement’s language about activating enforcement does not itself amend the Act, set a new legal commencement date or suspend obligations that otherwise apply to data controllers.

Complete official ministerial report reviewed. This is an institutional-capacity announcement under the existing Data Protection Act, not a reviewed commencement instrument or a finding that all proposed appointments were completed.
