NaRRA Act combines faster project approvals with reporting duties

The assented statute sets out reconstruction powers, while its commencement requires separate Gazette notices.

Public edition · 31 Oct 2026Assent dated · 20 May 2026

Jamaica’s National Reconstruction and Resilience Authority Act received assent on 20 May. Act 8 of 2026 creates a statutory structure for reconstruction and resilience projects, with Cabinet-approved project lists and a public electronic register.

The text provides mechanisms to coordinate approvals, issue directives and seek ministerial step-in orders. Those orders have conditions: independent expert advice, notice to the approving entity and an opportunity for that entity to make representations. The statute also provides audit access and reports to Parliament.

Assent does not establish the operational date. Section 1 requires a ministerial Gazette notice to commence the Act, and separately provides for commencement of Part IV on dissolution and transitional arrangements. The Cabinet-hosted text checked for this report does not supply those appointed-day notices.

Primary Act checked, including visually inspected assent and commencement pages. Enactment verified; commencement notices, regulations, project register contents and later amendments not verified. This report does not say the powers are currently exercisable.
