Workplace safety reform reaches a settled draft, with parliamentary steps still ahead
The Labour Minister’s May update described progress towards a broader safety framework, not a newly commenced Act.
Jamaica’s proposed Occupational Safety and Health legislation reached a settled draft, Labour Minister Pearnel Charles Jr. told the House on 19 May. His ministry and the Office of the Parliamentary Counsel had completed that drafting stage, while inter-agency consultations were nearing completion.
The next steps he identified were consideration by the Legislative Committee and tabling in Parliament. The intended framework would strengthen worker protection across sectors; the announcement did not supply final statutory duties, enforcement powers or an implementation date.
The update came alongside plans for a practical safety toolkit covering hazards such as work at heights and electrical risks. Drafting progress and planned guidance should therefore be distinguished from the rules already governing a particular workplace.
Complete official account of the 19 May Sectoral Debate reviewed, published 21 May. Settled draft and toolkit plans only; no enacted OSH instrument or subsequent commencement verified.
